Forgetaboutit. Had dozens of cats and plants. Cats love to lounge on flower beds and nibble on sweet nectar plants. Eating plants/greens has a medicinal effect for felines. You gotta cage one or the other. Cats aren't the only obstacle to an outside garden, squirrels are an issue also.
