I was given two ponytail palm trees, but the grass or leaves are total

the top of the trees are totally brown, but the trunk of the trees are firm and feel good, should I cut off the brown leaves or just leave it alone?

Remove the all-brown stuff for sure. If it’s still partially green leave it until it decides what color to go.

I'd remove them since the plant has to expend energy with good or bad leaves. If you take the bad ones off, it can spend its energy on new growth. If it's a new to you plant, you may need to try a different location until you find one it likes. My saigo palm prefers a south facing window and filtered light. I hope that helps & that you figure out the cause of the brown leaves.
Remove just all-brown leaves.
Check out this site, go down to the gardeningknowhow articles, there are a lot of articles you may want to check out. As far as I could tell, it sounds like it may not grow new leaves if all are brown all the way down, but you may be able to gets some pups out of it if the trunk is still healthy.
