We have a deck off the back of our home we built a 1-1/2 ago. I tried growing grass there last year but did not do well. I was thinking about turning into a garden for shade loving plants. Any thoughts or other ideas?

Make it a moss garden you can still use the area and it will be green .JUst get a moss that loves shade. it will also be cool and moss feels good on the feet. A lot of people put rock and it really doesn't look as nice.
THere is another Idea you can do a fairy garden if you have kids . Using lots of different mosses and stone paths little houses and kids would be close to the to the house to play .
Low or no-maintenance ground cover for shade, white clover ( attracts bees for pollination or pink clover (attracts hummingbirds), which is great for the soil. Flowering plants like hosta, lily of the valley ( must manage) huechera, are just a few. Google shade loving plants and check with local nurseries to get the names of plants that are native to your area.
I have ferns growing under my deck. It's too low to walk under to do fancy plantings unless I get on my belly which I won't do. The ferns will fill it in eventually and I love the look of them. Shade plants are a great plan. Make sure they are low growing or at least shorter than the bottom underside of your deck. Good luck.

Is it shady and dark that it can grow mushrooms. Enclose the sides for more darkness. The right soil and Voila. Go to Google., IF YOU love mushrooms.
What about putting river rock under the deck that would be pretty
Most plants don't like/tolerate the water that drips off of pressure treated wood. You could install some corrugated metal or plastic to divert the run off, but then you would have to add the necessary water to keep the plants alive.
Have you considered "finishing" the area for a shaded place to sit? (I can't tell the height of the area from your pic).
How about trellises at the edge to plant flowering vines - they will grow to cover the underneath area and surround your deck with color. If you need storage, you can then hide things in the area behind the flowers.
