Just apply warm water with Dawn in it, till it is soaked thoughly.leave on for about 10 min.pull up and wash floor with Dawn again. (Don't try this on a wood floors)

More info about your floor and the type of backing on the rug would help resolve your question. However, my thoughts follow Michelle's with the addition of using a plastic spatula to gently loosen the stuck portions.

Try using a heat gun, not directly, but close enough to possibly soften whatever is stuck and a rubber spatula or plastic putty knife as not to damage your floor.

Thieves cleaner, plastic spatula & magic eraser. Thieves can be ordered through
amazon. It’s not cheap but cleans anything. I’ve used this to help a friend
remove her stuck on bath mat.
Handy hint - do not put your mats down
or leave down when floor is wet.
