After the danger of frost has passed in your area
Wait until all danger of frost is past. Often times the local weatherman will announce when that will be in your area. One trick we try with a LATE planting season due to long winters is to cut the bottoms off milk jugs and set them over plants when the ground is workable and the frost doesn't get too hard. (for use when you think it might frost, not when it is still frosting hard every night) In the daytime we leave the lids off and return them at night. The jugs warm the plant and soil in the daytime more than not having them.
When the soil has warmed and there is no danger of frost
Rule of thumb after danger of frost for you location, however I would wait a little longer due to the erratic weather patterns now....
Any plant ordering catalog will tell you when to plant/ transplant depending on your grow area. Check with your local gardening center or agricultural expert. Old Farmers Almanac also has a garden planner as a reference.
