People who have their own blogs that have a lot of traffic, and where they have mentioned specific products, the manufacturers notice then partner with them. I had considered a blog at one time but the insurance and legal costs were prohibitive. Just Google "free craft supplies" and go through the sites and see what you can find. I have been a dumpster diver and trash picker since the beginning of time, it is amazing what people throw away! Also Nextdoor.com is a great place too. Try freecycle.org.
I use, Material from old clothing, yarn buttons, anything that you are throwing away can be made into a craft. Plastic bottles , cans ,old spray paint!!
Not free but if you have a nearby dollar store you can get whats needed to complete projects there to go with what you get for free.
Thrift stores aren't free but often you can find items that can be used, re-used. Like a flower arrangement that has a lovely container but awful flowers or vice versa. Yard sales are usually good as well. Sometimes craft stores will give people scraps of items no longer big enough to sell.
Oh for paints, check out stores that tint paint. If they get a mis-tint, often they will sell those off at at least half the cost of original prices.
Hit up the flea markets especially at the end of the day, they do not want to pack their stuff and take it home, they are really receptive to low-ball offers. However, the selection may not be as great but there are bargains to be had. This technique works especially well in hot weather where they have been sitting there baking in the morning and midday sun. But be prepared to walk away if they won't "make a deal".
GOOD QUESTION?
