My husband used to do work with laminate and one time he used a needle to put glue in a "bubble" on a laminate counter. Then he put a very very heavy object on it to make it lay flat. He left it all night. I think the glue was clear gorilla glue. Anyway, it stayed flat.
If the bubbles flex when pressed then the substrate has not swelled. You can reactivate the glue by placing a cloth over the bubbles and use an warm iron over it while pressing down hard.
The laminate is on the floor! My mistake for not including this part.
