I would go with a mix of evergreens and flowering shrubs. Put flowers around them. Put in a border of garden blocks, one or two high. Fill with topsoil, higher at the house and sloped down and away so the rain drains away from the house. You can make the garden with straight edges or curved. Check with your local nursery as to what grows best in your area.

Google ‘small diy gardens’, or go to the library, for more ideas. Visit a local nursery; they will have what grows in your area. If you have a basement in your home that stays damp I advise you not to put a garden along the foundation. Decide if you want in ground beds or raised beds Or container gardens. You can have in ground beds with container plantings In them. If you want rocks in or around the bed, you can often get free rocks, bricks or even patio blocks from Craigslist free stuff. It helps a tight budget, you just have haul it yourself. I‘ve even gotten free plants from Craigslist. Good luck and have fun.
Better homes and gardens it’s a magazine..they put professionaly designed plans for different types of flower gardens on line. You might have to substitute a plant or 2 I’m not sure what your planting zone is... it’s a good way to start a flower garden.
Are you going to till up a spot? Edge your bed to keep grass out. If you can, get starts from neighbors...if it’s growing for them, it should grow for you.
