There is no cleanest way. Put down thin plastic sheeting that comes in rolls and spray a section of the ceiling. Scrape off. Do another section....Fold up plastic sheeting and throw away.

BEWARE!! Popcorn ceilings from the 1970s or before may contain asbestos!!

Have a PRO examine it .

Forget removing it. Install something over it: Tin or faux tin ceiling tiles, beadboard, planks, etc. I'm going to do that to mine this year.

the CLEANEST WAY is to have someone else do it.... removing popcorn ceilings is VERY messy.... We found that putting a heavy tarp down to catch the popcorn stuff works well... then just sweep it up and put it in a trash can. Don't try and roll it up and carry it out like a burrito.... wet popcorn stuff gets really heavy, really fast (tried it by leaving the old carpet down and scraping the ceilings... took 4 men to get it out the door, down the hall, and out to the pickup truck for dumping) The second time we had a tile floor and just let it fall, swept it up into a trash can (empty often.. gets heavy) then we just vacuumed and mopped the tile floor... much easier.

If budget permits hiring someone to do the job, be sure the words “complete cleanup” appear in the agreement.

There ya a long arm scrapping tool that attaches a bag and as you scrap it falls into the bag. Try your home improvement stores.
