really you can’t without separating the panes

You cannot clean them. The airtight seal between the panes has been compromised (it is leaking air into the space between the panes). Don't try to take it apart! You will only cut yourself when the panes shatter. Call a window glass company so they can measure and install a new insulated window for you.

You can't It probably needs replacing.....

It can be done, in much the same way as it was done during manufacture. We used to have a local company who specialised in "improving your double glazing" by, essentially, re-gassing the unit.

They would drill two holes at opposite points of the separation material & glue in a couple of tubes. The top tube was attached to a small vacuum pump, the lower tube attached to a cylinder of inert gas. The vacuum literally pulled the gas into the window to replace the air. Upon completion*, the tubes were clamped and heat sealed.

The gas was supposedly more thermally efficient than the air that was originally between the panes.

*I have no idea what the gas was but it entered the window as a cloud and slowly cleared.

The only way I know involves taking the seals apart and you will lose the vacuum. We broke one and had the outer glass replaced but it is not energy efficient any longer.

The seal has broken between the double panes. Moisture has entered and when dried, left the residue on the panes. A professional can remove the panes and install new.

Can't be cleaned. Once the seal is compromised the inert gas, usually Argon, has leaked out and air got in. The glass panel needs to be replaced. Even the so called "repair" won't last. The energy efficiency of the glass has also been compromised. I know Ace Hardware sells double pane glass panels and they install.
