As soon as the danger of frost has passed, you can plant tomatoes.
after your last expected frost date, however with the weather changing conditions this particular year I would wait a week or two

It does matter where you live as I have had my tomatoes in ground since March, whereas some parts of the country still have snow on the ground. See if this site helps you!

Tomatoes love the warm weather. Wait until all danger of frost is past. If you should happen to have an unexpected late frost you can cover it with frost blanket or light sheet (nothing weighty).
