If you replace the steps with wood and want to extend the porch, I would do it all with wood then and just run you're new wood right over the concrete porch and as far out as you would like your deck to extend.
Putting up porch railing and lattice below might add to curb appeal and safe function if you think the actual width spacing will allow this.

I would build a wooden deck that comes up to the house right underneath where the concrete porch is you can extend it out to the side and coming out over the current bed. Rather than put wood on the current porch I think I would tile the front face of the porch and possibly the concrete porch itself. Rather than replace the concrete steps with wood I would tile them as well. Just be careful to choose tile that has a little texture so that it won’t be slick when it’s wet.
I think the best thing to do is use a composite deck material. Putting wood directly on concrete isn't good, the wood will rot and needs maintenance. Putting in more concrete could be a problem too. A composite deck with railings and hand rails at the steps would dress up the front of your house. I don't know if you are thinking about a roof over the deck to protect you from the eliminates. If you are, you could put a metal roof starting below the windows above the porch. A metal roof doesn't require as much of a pitch as a regular roof. The roof will require posts and so will the deck. Make sure to pour the proper footings for support. And be sure to put gutters on it so you don't get soaked when it rains. I would make the stairs a little wider. I usually like to make the steps at least as wide as the door and sidelights. Then make the sidewalk coming up to the door wider, but you can taper it down kind of like a Y. I would also put in garden blocks probably at least two high. Slope the garden away from the house and deck and fill with cedar mulch. Good luck with your Project. Let us know how it comes out.
