Why was it not spread under your mobile home? If you have a contract, get them to honor it. Or hire an attorney.
You could put a dollar store border along where it runs and put washed rock or something in there
Call the contractor back and ask them to remove it and reinstate the garden.............
I would recommend a tiller. Tillers aren't heavy machinery. You can probably borrow one from a gardening friend or rent one for a small fee. Till the clay in with some light weight organic matter. I'm afraid not much will grow in those compacted areas anyway until it's loosened up. Then buy a $10 bag of seed to reseed the lawn.
Is a rototiller heavy machinery? I would rent one, water the lawn, till it adding rich dirt as you go..... I would ask the place you are going to buy the dirt from how much you will need based on yard size.
If contacting your contractor is not an option or the contractor is unwilling to help, hmmmm, look at your contract and see if that is in there-the spreading of the red clay.
If so, hold his feet to the fire and have it enforced. If verbal and no proof, you maybe on your own for a solution.
At this point it is probably impossible to spread it under you home, so the contractor would have to have it removed, replaced, or covered. All would involve his effort and expense. Have a game plan ready of options for a satisfactory compromise.
