Is it an older home? Is the plaster new? How many coats of paint are already on the ceiling? There's several reasons paint fails. The first, of course, is moisture; then there's excessive dryness. Here's a link that gives you about 15 reasons. I hope you find the answer. Good luck.
thank you, thank you, thank you! Not moisture-probably many types of paint used over year.Lots of scraping to do down to original plaster,but you've giving us loads of info to use in finding a professional to do the job.
Makes me think the original was a oil-based paint, and then they painted it with a latex without properly priming. If this is a bathroom the other problem might be too much moisture.... do you have a vent and use it? I would scrape it off again, sand lightly, prime with Zinseer B-I-N, then repaint with a good semi-gloss Kitchen and Bath paint. I've painted a million bathrooms, and never had one peel.
Since this is plaster, I would check with a moisture meter on the day you are going to paint to make sure its as dry as can be. If you live in a humid climate, run a dehumidifer in the room for a couple days and a fan to really dry it out.
thanks for all the info-not a moisture issue, looks like different types of paint. got a lot of scraping to get to the plaster,but you've given us lots of info to get the job done RIGHT!
You don't have to scrape it down to the plaster, just knock off the loose stuff and any bubbles, give a light sand, and one or two coats of the primer before painting... make sure its not a super humid day.
If the ceilings are peeling, I would check the humidity of the room. Is it a bath that needs an exhaust fan? Next, if that isn't that, I'd check to see if there is a slow leak somewhere - a pipe or even in the roof that is running down your wall. Hard to be specific with little information. Also, Ask your painter!
Make sure you don't have a roof leak. I just discovered we had a slow leak that way, from Hurricane Harvey-6 months after the storm. Now we have black mold to deal with. Peeling paint on my ceiling was the dead giveaway!

Sounds as if it has damp underneath or is in a damp room (Bathroom) Not enough ventilation maybe, otherwise investigate above ceiling or roof......
