Can wallpaper border be painted over?

The border is red, gold and green and I want to paint the walls a medium blue.

    Yes, but remember you will always see the border You could always highlight it with silver if desired............

    While it’s an awful task, it would be best to just bite the bullet and take it down. You’ll always see it. Not matter how many coats of primer you use.

    If you absolutely don't want to take down the border, use spackling over the edge of the border to smooth out the wall. Otherwise, you can see the border's edge.

    The consensus is never paint wallpaper. However, the wallpaper in my kitchen had been on for 30 years and was "impossible" to get off. So....we painted it. It looks fine. The only thing I would do different would be to lightly sand where two sheets of wallpaper came together. Good luck.

    I sure wouldn't, its quite likely to start to lift on edges and bubble, and then cause you've painted it, is going to be much harder to remove. Remove it, its not that hard, use fabric softner and hot water apply to scored border and scrape off. Most of the time I can yank off the border by finding an edge thats lifted before I even wet it, then I am just dealing with the backing which is real easy to get off.
