Sure, but you'll cut through the laminate to the substrate. And if the laminate is not glued well to the substrate, it will come loose. It would be best to build up a pattern. Good luck.
You can do anything you want, what it will look like is another story. What are your plans after? Laminate may not be the best surface as it can easily chip and break.
How about stenciling instead? Or using joint compound with a stencil to provide texture, then paint?
Yes you can. Only problem is what the substrate is. Could be particle board or MDF. Particle board could shred and MDF can easily dull a router bit. Best way would be to cover the door with painters tape or contact paper, draw your pattern or use a template and make several shallow passes with the router so as not to damage the ;laminate and substrate. Very time consuming. I like everyone else's suggestions.
Agree laminate not the best choice. Another way to get a relief design would be to get/make a template from some stencil material, and then use joint compound to make an embossed pattern. https://www.youtube.com/results?search_query=how+to+stencil+with+joint+compound
I would paint the cabinet your base color, and then stencil on top. Give those doors a light sand or use Liquid Sandpaper wiped on to create a bit of tooth first for the paint to adhear. https://www.youtube.com/watch?v=CLetHx1qsiE
