If you are talking about the area you are showing, seems you are doing just fine. Dig hole big enough for what you are planting. Plant, fill in and enjoy.
Janet is right, cut an x that will allow you to get the right sized hole and plant it. If it is a perennial I cut the tips of the x so that no material is laying against the plant. Make sure you put the mulch back in place so that you still prevent weeds where the plastic is cut and it stays in place.
Cut an "x" in the weed barrier and dig your hole and insert your plant. Make sure the hole is big enough for the plant to breathe and have adequate air circulation.
Pat yourself on the back. You did a nice job on the bed. If you already have mulch down, sweep all of it out of the way before you cut into the fabric. Don't put the edges of the fabric too tightly back against the young plant. Give it some breathing space. Good luck.
