The ground either was not level to begin with or it has heaved. Don't kill the messenger, but this needs to be redone. You can then use broken tiles in a cement mix to make a new tile. Good luck.

These appear to be thin inside tiles. You may want to invest in regular outdoor concrete squares. This time of year they are everywhere like Walmart, Home Depot, Lowes. They are larger so it won't take as many.

Buy some contrasting tiles and make a checkerboard pattern using these and the good existing tiles.

  • Remove, redo the base properly, and lay new cement stepping stones, these look to be 12" x 12" - standard size at any home improvement center. Less than a buck each, and less than that if you catch them on sale or purchase in bulk.

I would remov these tiles and redo the leveling underneath and lay new tiles. Or maybe just cover with inexpensive patio tiles like Outdoor Deck and Patio Interlocking Flooring Tiles
