tulips bloom once and do not cut the foliage until completely brown, the bulbs feed from it

No I do not believe they will. Tulips have one blooming season and that is in the spring. Once they have been cut or die back naturally they will need a dormant season [ over the winter months ] to rejuvenate and come back again in the spring

No, definitely not. I don't cut them but wait til they die off then give the stem a twist. If ready, it should come out. Some people say the bulbs should be dug up and replanted in the fall, but I left mine in the ground for over 10 years.

they bloom once each year. To encourage re-bloom the next year remove the flower once past its prime (or earlier—bonus, cut flowers for indoor) and allow the leaves to die/wither before cutting them off (they are creating stored energy for the bulb for the next spring).

PS if you’re wanting longer blooming season then plant several varieties of tulips and other spring bulbs so something starts to bloom when others are done. The reason some say to dig up bulbs is they prefer to stay dry (or at least not sitting in water) once dormant so it depends on their location in the garden and local weather.

I have not found tulips to bloom much after the first season. Besides the varmints eat them! Maybe if you want to go to the effort to dig them up, they might do better.

NO, and just be careful to leave the leaves as is until they die back naturally as that I see how the bulb nourishes itself for the next year’s bloom

Let them die back naturally - they are feeding the bulb.
