How about a retractable privacy screen. They are reasonably priced and you can put it in front of the ugly wall or you could ask your neighbor if they mind if you paint the wall. Either way you will not have to look at it any longer

If your able, paint cement wall with a white primer to give you a canvas for a beautiful mural. Paint an outdoor garden on the wall and you won’t even have to water it.

I'd paint it. Ask first :-)

The neighbor is not the one looking at the wall, ask if you can apply a coat of paint.

You could also put up Lattice and have flowers grow up it.

You’ll have to put in some posts, preferably tall. I’d get cinder blocks and lay them the length of the wall. Secure them upright with a few iron rods hammered into the ground.

Then get flats and set them up vertically (hence the tall posts) on the blocks, tho toward the back. Attach them to the posts top and bottom. Stain them (not paint) a bit darker than your house. It’s fine for texture interest if some of the variegated woods show thru, and you won’t have to color the blocks.

Plant some herbs or flowers or tall grasses in the blocks.

Get some Wet and Forget outdoor spray and do that wall. Even if it ends up a bit blotchy, you’ve killed the bad stuff.

Buy a few “tall grass” plants suitable to where you live and put their pots in front of the white splotch wall. Or a fast-growing willow-type plant in a “raised bed” planter made out of a fun-painted trash can (easy enough to make drainage holes) or whiskey barrel or something. Make sure you put plenty of rocks in the bottom to keep it from blowing over.

You can always hang an herb garden, or anything else from the flats because of the internal structure.

Have fun with this despite your neighbor.

This would make great use of Arbor Vitae Evergreens. They grow very tall and are somewhat slim. We have them around the perimeter of our back yard. They provide loads of privacy.
