Without pics, I'm trying to make a mental pic of what you describe. Right away I thought of the moss that grows on trees in the south. That's called Spanish Moss and comes back every year.

It could be Eastern Tent Caterpillars, but I would bring a picture to a nursery and see if they can suggest if an insecticide is needed. We get some web type cocoons, but no noticeable damage.
