Basil loves the heat. I garden in Montana. I've had the best luck by keeping my heat loving plants-peppers, eggplant, and basil-under a low hoop cover. Not hugely attractive, but very successful.
I put a starter pot with one basil plant in a dish of water in my kitchen windo. Always water in dish from the bottom. In no time, I had several plants flowering and seeding.
