Wire brush, steal wool sanding block. Spray some Iron Out on rusty area let sit for a bit, sand and rinse.
Another thing you can do is make a ball out of aluminum foil and rub it on the rust. It works on chrome, but not sure about a bike.

Rust-O-leum makes some really nice products as well as Lock-tite. I'd go with a gel on a bike and follow the instructions. This stuff is caustic - be safe!
