Water deeply on the days you are allowed to water. The height of your grass matters too. I drag the hose around the yard and leave it on a dribble so that it really soaks in.

Have you considered xeriscaping at least part of your yard to use less water?
I have no answer for you. I’m not sure there is an answer.
My suggestion would be to start thinking about hardscaping and drought-tolerant planting’s. Reducing the size of your lawn to a whimsical patio size and shape, and getting advice from a garden center and your local agricultural people about the best plantings to keep you and the city and the good Lord happy.

I have to say that I agree with Jcraw. During a drought grass becomes low on the "totem pole". I'd start looking at drought tolerant landscaping ideas, similar to the ones in the link below. Wishing you the best.

when this happened to us, we saved the bathwater (put in plug while showering) and used buckets to haul the water to the shrubs (there was too much grass to effectively water at that time)
