Rustoelum now offers a paint that works well on plastic/vinyl. It's available in a spray can or now in a can which can then applied with a brush or foam applicator.
This product has good reviews please check out the Q&A and reviews to see if might meet you needs. I have outstanding sucess with Rustoleum products, but have not tried this one. You might call their 1-800 too.

You need paint that is labeled as "made for plastic", you can get in sprays for convenience of painting shutters
