Has the hardboard buckled? Or the vinyl squares? Or both? Do you have some moisture damage? There is some reason for the buckling--until you figure out what it is it would be hard to determine how to fix the situation.
I agree, you have moisture somewhere. Hardboard isn't hardwood. It's a lot of small pieces of wood glued and pressed together. They swell and flake up if they get wet and there really isn't anything you can do but replace it. Find what is leaking then replace with plywood and whatever covering you choose.
