Could use Spray Glue and attach. or make frame and attach frame to windows. or stick with velcro etc..........

Cut the lace panels to fit inside the frame, make a liquid solution of starch and water...paint the window with the starch, place the lace panel into position, smoothing out any wrinkles, air pockets/bumps, paint another layer of starch on top.

Lots of lace curtains at thrift stores or retail. Just measure your windows. I have them floor to ceiling, with colored toppers in one room in my house. The toppers go to the ceiling. The lace panels go to the floor.
