For about $27 you can rent a rototiller from HD for 4 hours.

Ask a local garden guy, or someone at HD who looks like he would know.
Take out your aggressions on those clumps. Beat them with a mallet or the flat side of a shovel. Try sprinkling water on them and let them rest for a bit, then use mallet or shovel again.
