We get about 2 inches of water in cellar -house is near bottom of hill

we can see that some is seeping in from area where wall meets floor. Also, we see puddles of water all along outside wall where foundation starts.
What are our options/ don't have a lot of money.

  • Install drains to move the water along. If you have gutters with downspouts, they may need adjustment to direct water away from the structure.

  • It sounds like ground water. You could try regrading the ground along the foundation so water will flow away. Add Landscaping plastic and stone along the ground near the foundation. Also, add gutters to the house - that's a more expensive option, though.

    Gutters are critical and the expense worth every penny. If you don’t have them, get three estimates. If you do have them, make sure your gutters are clear. Very inexpensive to get retractable gutter extenders, which unroll to take water further away from house. Gutters are your first and strongest defense.

    Insofar as the drains are concerned, get an estimate to see where a Pro would put them, etc. They are not terribly expensive to do yourself, just hard work. Pull in favors from friends. You will at least have the “advice” of a pro, so less effort wasted.

    Add heavy soil to the foundation area: water runs downhill.

    I would install a french drain parallel to the hill where the water is coming from. Then you could also put it along the foundation and add waterproofing rubber to the foundation wall once the trench is dug... https://www.youtube.com/watch?v=RosQjZ3-Alo&t=47s
