How to dry/remove wet rotting wood from kitchen windowsill?

A window that holds plants on a shelf and on a large bottom sill needs repair. The bottom sill had a plastic material covering the wood, but the wood underneath was clearly wet and rotting. Now that I have removed the plastic material what is the best way to repair the wood sill? Does all of the wood need to be removed or can a piece of plywood be laid on top of the wood once it is dried. I have heavy plastic to place on top of it.

Once its rotten, pull it off and replace it.

I agree with Sharon, once it has been that wet, it will just start falling apart if it dries. It is better to replace with wood and coat with marine poly so the constant moisture will not hurt the wood.

I think these 2 ladies are right. Once you have ensured the sill is moisture RESISTANT, and wish to keep plants on the sill, make sure that they are raised off the wood; not sitting on top of the wood. Just something that will keep the pot for the plants above the sill; thus letting the water escape, rather that sit on your sill, and thus, rot the timber.
