Curtains will work, just weight the bottom - sew (or use velcro) to make a channel at the bottom and run a length of pvc pipe through it. If really windy, use tie backs.
Put the trellis in the ground beside the deck and concrete it in. If your deck is wood, but a trellis or put a section of fence along that area.
If you make curtains, weigh them down with sand filled canvas bags to match your curtains, they should look similar to a door threshold wind stop. If you sew the curtains yourself, have the bottom seam doubled and wide enough to fill with playsand, sew each end shut and that will keep them from moving with the wind.
I'm really not quite sure is what you want NOT to see the neighbor's bathroom windows from your patio or YOU DO NOT WANT THE NEIGHBOR looking in on you but, if it is only that one corner area something like morning glories which seem to come from nowhere anyway and come back year after year, will make a great screen. If real greenery won't work, there's always artificial greenery that can be woven through the top of your pergola and come down on that side. It might cost a little bit unless you can score during sales from a Michaels or AC Moore and get them at 1/2 price or less with coupons and they will last quite some time. Good luck.
