you will have to get all the glue off.what have you tried using?
If the wall has bumps, you need to get it smooth. If there are indentations, you'll need to fill then in the sand it smooth. You can't just wallpaper over the problems. They need to be fixed.
I would try using an electric sander first, if you haven't already. Wallpaper won't stick good on top of old glue.
