Yes. You can buy fabric paint at any fabric store and most craft stores. Apply with a sponge brush and let dry thoroughly before using the umbrella.
Different brands: Tulip. Krylon. Liquitex. Rustoleum. Get them at Wal-Mart, amazon, joann's etc. Afterwards I would spray on seal-Crete a water proofer that has a 5 year warranty for fading.

Get a product called Design Master, it comes in dozens of colors. It’s a combination of paint/stain and florists use it to color flowers, containers, etc. I’ve used it many times and it works great. You can buy it at any craft store, Michaels, Joann’s, Hobby Lobby. Possibly on Amazon too.

Seal-Crete is at home depot
Seal-Crete is sold at home depot. Its in liquid form and not spray. I used a plastic sprayer that you pump and creates air pressure (like what the terminex man uses).
