Sure --- dwarf box woods, some cedars, dwarf gardenias, things that are slow growing and cold hardy for your area; because they don't have the protection of a LOT of earth around them, insulated / fiberglass containers are best;
Yes! My mother-in-law used containers to grow Canna's and the tall Pampas grass. Since she was renting, she did not want to permanently change the landscape. She wintered them over in her garage, watering lightly 1-2 times per month. She kept them for all 6 years she lived in the home. She did the same for geraniums, begonias and other annuals, keeping for 2-3 seasons or longer.
