If you want to paint your apartment, you'll probably need permission from your landlord. In certain situations, the landlord is actually responsible for repainting - especially if the paint is chipping. Try giving your landlord a call to see what s/he says about your situation and whether they will or won't have it painted for you or at least supply the paint. I hope this helps. If paint is peeling in your apartment go to the manager and have him come look at it. If he will supply the paint he may let you repaint, but if they have people that do it, let them do it. That way if there is a boo-boo, they can't blame you. Always ask permission to do anything to the apartment or you may not get your deposit back. I lived in the same place for fourteen years and they wouldn't paint, and then turned around and tried to charge me to paint after we moved out. They tried to charge me for everything they did to the place after we moved out that they should have done anyway.
Sounds as if you are in a rather bad situation. If possible, drop by the manager's office to visit. Be upbeat and try to learn when the apartment house was built and first painted. If before 1978, let them know you are concerned about the chipping because of lead-based paint that might be showing now that the paint is chipping. If you find out the apartment was built and painted at any time before 1978, they are liable if you have health issues, and there's a Federal law that they are required to inform you when you leased the place, that there was a possibility of it having lead-based paint. You can check out the construction date if necessary by contacting the city where you reside. Due some background searching on line or at the library about lead base paint issues....then you will have more leverage for your request.
