I use an old toothbrush and antibacterial all-purpose cleaner, one with chlorine (yeah, I know 'they' say that chlorine will destroy the rubber, but not before the end of life for an average garbage disposal unit). You could also use straight vinegar, too, on the toothbrush.
Have you tried filling the disposal with ice and then "crushing" it? I mean filling it full!! This really cleans everything out. I'm not sure about the underside of that 'flap" but its free, so give it a try!!

The flat pulls up so it's easier to access. They are disgusting, but mechanical cleaning (i. e. Scrubbing) is the best way to clean that slime. I use gloves and a paper towel (or roll of paper towels) 😲
