I cut mine down to the base.

yes, cut down to the ground, I do it in the spring before they start growing cause I like the looks of them during the winter. but they can be cut in the fall if you would like to.
I usually do it in the Fall, but couldn't get to it last Fall, so just did it yesterday. It should be fine.
You can trim back to about 5 inches from the base and it will regrow.
We used our shrub trimmer to take it down to about 5” from the ground.
