Try vinyl contact paper. It comes in many colors and designs.
First try a heat gun and a hard rubber spatula a or plastic putty knife to scrape them off, then use some denatured alcohol to wipe it down good.
I would scrape that off, you might have to use some paint stripper, then either give it another wash or paint it.
Recover with textured wallpaper or textured fabric like a burlap? Perhaps next it could be painted to your desired aestetic.
I would repaint the entire thing. Rough it up first with sand paper. Then paint it to match your decor.
If you can't get them off, you could either sand and paint, or cover over it. I think panels that look like pressed tin would look good. They sell plastic-like panels for ceilings and backsplash use in Lowes and Home depot. If you can find the real stuff- even better!
