How do you repair wood siding that is showing rot at the bottom?

I have a board & batten sided gazebo, which meets a composite deck. After an ice storm, I was clearing the ice at the bottom where the two meet and noticed the wood was punky. I have a couple of boards where the bottom inch of wood is now rotting. How do I repair and going forward, how can I prevent this from happening further? Thank you.

    Momma was a carpenter, she always told us that wood should never sit in moisture ( dirt etc.) So I can only see two ways, one dig down and surround the area with either poured concrete or stone on sand to keep it dry. Is the board & batten pressure treated for exterior use?

    Best to just replace. If this isn't an option, try eternal wood filler from a hardware store.
