If you want to stain them, you will have to remove that old finish off them first with paint stripper or a sander. Your best solution might be a couple coats or Porch & Floor paint.

Get some pressure-treated deck wood cut to size for each step. Attach or replace existing treads. Then go to www.onetimewood.com and get the deck stain for whatever color you want. This stuff is amazing. I treated my deck about NINE YEARS ago, and it still looks new -- and gets plenty of wear and tear. And, no, the box stores do not carry this brand, so you'll have to order from their web site.

I had leftover asphalt shingles from my new roof; attached one to each step with 5 roofing nails. The color, terra cotta, complemented my trim color; and the tread makes for safer stepping during bad weather.
