I just read a gentleman’s suggestion to “attack” the root of the wisteria with a few sharp digs of a shovel to “wake” it up. I’m willing to try it. If it’s not blooming anyway, what the heck. I can only use so many wreaths of wisteria vine.
I'd try pruning rack branch down bout 2in n see if new sprouts sprout!
