Yes, it's bugs. Spray with safers insecticidal soap.
It looks like mealy bugs. I'm not sure how to get rid of them. You'll need to research for a remedy.

Aphids for sure. They will suck the life right out of your plants. We used Bug B Gon and ten minutes later the ground underneath was white with dead bug bodies. Check the underside of the leaves as they lay eggs there and they will be back in no time. Good luck!
they are mealy bugs and they suck sap..enough to kill the plants. Spray them with pour rubbing alcohol. Spray thoroughly! bottoms of leaves also soil surface. Each day until all bugs turn brown. They migrate so be cautious! Alcohol will not harm your plants.It turns to water after being exposed to air but the killing power is in the first few seconds of the spray.
you have a combination of insects going on.white and black flies.Re-pot in fresh succulent soil.spray them with horticultral oil
