Can you use a primer & sealer in 1 as an actual paint for baseboard?

I am moving into a rental house in june and was told i could paint the living room any color i would like. When i began to wipe down the walls and baseboarss the paint literally peeled off only to reveal about 5 more coats so i have started sanding baseboards and peeling off wall paint but it is very time consuming so i was hoping just to paint baseboards with the white primer and sealer and move onto the walls with a grey top coat.     You should probably use paint over the primer. Some primer is very thin and doesn't cover well and it may look flat and chalky. If you need to save some cash-try buying just a sample can of paint for the trim or go to a local Restore where they may have partial cans for paint for a few dollars.

    painting over peeling paint ....Even using a primer it will still peel, best to remove all the paint first

    You will definitely have to sand the areas where the paint is peeling. Sand it smoth so that it feathers into the painted area, then use a good primer, then paint.
