Epoxy the floor..... https://www.youtube.com/watch?v=a00epFdsyVE you wear little sandles with spikes that will self-level out in epoxy. It can be a solid color, you can add flakes or glitter to it, lots of options.
Paint them!
I would dissuade you against painting them. It looks to me that these tiles are so worn that the surface no longer has much texture. Paint will most likely not adhere evenly, and the outcome will be blotchy, and will not hold up to regular washing. The surface will also be more slippery.
It’s worth a shot if they are that far gone to try Mr. Clean magic erasers. They can remove black marks and all sorts of stains. Best of luck!

Wax them
I'm having to figure that out for my bathroom. I'm going to try caulking with a stretchy type, then sand it all down and paint. I can't recommend it until I try it :) but it's an idea.
