Use a good primer, then latex paint.
We had professional painters paint our bathroom which had oil based paint. They sanded a little and used a primer, then the latex paint on the walls and cabinetry. After five years, the paint is coming off in small “sheets.” It also comes off around the knobs and other areas that get touched. This definitely was not a proper application.

You need an oil based primer. Kilz or CoverAll brands will work fine. Depending on weather the paint is a simi-gloss, satin, or eggshell finish, it might need a light sanding to take some of the sheen off. There are also many brands of primer/paints in one available now, they tend to be a little more costly but make up for it in saving time and work. Going over oil based paints, especially any darker colors, usually takes two coats, even with a primer for good coverage. Make sure to pay attention to weather you are getting a product for interior or exterior according to your painting project. Good luck, hope it helps.
