Sure, you can use paints designed for boats. They are epoxy paints. You will need to sand the surface and sink well to give the paint something to grip to. This is a very dusty job. Use a dust mask and seal off the area so dust doesn't travel. Use a clear bar top epoxy to seal. Good luck.
The vanity sink you can have reglazed, the vanity itself you could use a kit to resuface it. Try Home Depot, they have them.
