If you're going to paint over the red and the carpet, I would make the carpet different looking than the rest of the patio. You could do something fun like stencil it
I am thinking no you don;t have to resurface. I paint my patio made with the standard gray pavers with a specific cement paint. More costly, but worth it in the end. You will no doubt need 2 coats with that red, but it will look so much better and for under $100 (if you need 2 gal) and less if you don't. I got mine by Ben Moore and it lasts for years. Don't use regular paint - even outdoor, as it will not hold up because of moisture retention in the cement.
You can have some one tape it off, like 12 inch sq tile, then get three colors that go together, spounge it in each sq,three colors in each, will look like marble, then put a sealer on it, will look like tile, but wont cost as much as tile, hope it works for you🌵🐈
Since it won't come off you can paint over it. Use a good floor and porch paint.
Call highschool or maybe a neighborhood teenager who wants to earn $50. This could be done in an hour if the paint covers the red - a bit more for 2 coats, and super fast and easy job. Still less expensive than resurfacing. Carpet would not be a good choice--glad you agree on that.
