When should you cut back Weigala bushes?

I have two that I thought got hit with frost. Now I can see some new green growth at the very bottom/center of the plant. Is it too late to cut all the old growth away, since they haven't bloomed yet?

    If you see no sign of life and the middle just started to bud out, give it maybe a few days to see if by chance it will start budding out, otherwise, you can cut the dead out whenever you want, no reason to keep dead on the plant.

    I'd go ahead now & trim all the old dead stuff out to allow room, light & air to get to the base of the plant.
