I had a vole problem many years ago and got rid of them by using a product from a local hardware store. It was similar to this: Sweeney's® Ready-to-Spray Mole and Gopher Repellent - 1 qt. This is a hose-end spray bottle. The active ingredient is castor oil. Castor oil repels voles, moles, and gophers. You spray this on the ground to soak the root areas of your plants and lawn. The castor oil coats the roots, making them unappealing to voles. It’s perfectly safe to use around children and pets. I treated my gardens and lawns twice with this, about one to two weeks between treatments. Haven’t had a problem with voles since then.

To to make your own castor oil repellent (the castor oil used is the old fashioned smelly kind):

1 cup of castor oil and 2 tablespoons of liquid detergent or dish soap in 1 gallon of water. Mix well. Put mixture in a hose-end spray bottle and spray on the entire garden and lawn at a rate of 1 ounce per gallon of water applied per each 300 square feet of lawn.

There are granular vole and mole repellents, too, but I have never used them.
