It would be beneficial to check with a mason or landscaping expert to prevent further damage.
Is there mortar between these rocks, bricks, concrete blocks etc? I would scrape out the loose stuff and put some fresh mortar in there. I don't know what garden socks are but water will push plants out for sure.

I agree with Sharon. Your using the blocks to hold back water but the pressure is causing the leaks. You need a way to trap that water and route it away. A french drain would do that.
